Kampala | Regional Finance Manager | $54,512-$61,326

Our partner is an international organisation working globally, particularly in Africa and Asia, on communicable disease control. The Regional Finance Manager (RFM) is responsible for overseeing the financial management and performance of the six country offices as well as the Kampala-based regional office, where three multi-country projects are based.  The RFM will report to the Africa Programmes Director but will have significant interaction with the London-based Financial Controller (FC) and Chief Finance Officer (CFO).   
 
Job Purpose: 
To provide a pro-active, effective and motivational support to six country programmes and the Africa Regional Office to ensure sound financial management and planning.  The RFM will provide a valuable linkage between the country and regional offices and the global organisation to ensure a consistency of approach and high quality standards.  The RFM will be an integral part of the senior regional management team.
 
Key Accountabilities:
 
1. Financial Systems Development
• Work with the CFO to improve financial systems in the region, introducing change where required as part of the global initiative to provide timely and accurate financial information to for decision making   
 
2. Financial Management & Reporting
• Provide technical support and budget holder training to project managers and coordinators within country and regional offices to improve their financial and budget management capacity     
• Ensure finance teams in the countries and in the regional office are clear on the processes and systems of financial management
• Support the country and regional offices to accurately prepare the annual budget and revised quarterly forecasts 
• Coordinate with the country and regional offices  to ensure monthly checklists/ reconciliations are prepared and reviewed on a timely basis
• Ensure monthly management accounts are produced and reviewed and that variances are appropriately acted on 
• Review monthly management accounts with the Africa Programme Director for countries and region offices and participate in a monthly operational call with members of the Global Management Group to analyse the numbers and determine management actions
• Coordinate with the Financial Controller on the monthly cash flow projections
 
3. Financial Monitoring
• Carry out monitoring visits to country offices within remit at least once annually 
• Review and report on the monthly reconciliations prepared by each country office
• Coordinate with the Financial Controller on the internal audit of local offices
• Support the country offices on project audits when they arise and take place
 
4. Legal, security and Risk Management
• Coordinate with country offices to complete required statutory audits
• Conduct spot checks, regular and ad-hoc, in country and regional offices to test the financial controls, ensuring follow up of any weaknesses identified
• Work with CFMs  to ensure compliance with all local statutory law, including in-country taxation and pension legislation 
 
5. Strategic Input
• Work with country and regional offices  and the Business Development team to develop new donor budgets as needed
• Review low and medium risk proposal budgets in advance of submission to donors
• Ensure compliance with donor rules and regulations
• Work closely with the CFO  for the long-term financial planning of the organisation to ensure its sustainability
• Contribute to the strategic objectives of the finance team 
 
6. Human Resource Management  
• Collaborate with the Country Directors on setting objectives for the Country Finance Managers; work with finance staff within the regional office to do the same
• Actively support and motivate the local finance teams, and ensure the Country Finance Managers  and regional finance staff set individual team member’s objectives and carry out performance appraisals
• Participate in the recruitment of new senior finance staff
• Participate in the performance evaluation and personal development of all Country Finance Managers 
• Coordinate with Country Directors to ensure all gaps are covered and handovers completed prior to any leave of Country Finance Managers
 
Personal Spec:
Qualifications:         
 
Essential:        
• Qualified ACA, ACCA or CIMA Accountant
• A bachelor’s degree from a recognised university
• Management experience
 
Desirable:           
• Knowledge of NGO donors  
• Previous experience living and working internationally 
 
Work Based Skills and Competencies:            
Essential:                   
• Strong service mentality
• Excellent computer skills,  high proficiency in Microsoft excel
• Working knowledge of accounting software
• Strong analytical skills
• Fluency in English (written and verbal)
• Experience in training and developing finance staff
 
Desirable:
• Working knowledge of French or Portuguese
 
Other Information
 
• The position is based in the Africa Regional Office, in Kampala Uganda 
• Travel will be required to country offices; this is expected to be approximately 25%
