MALAWI | Finance Manager for sustainable health & nutrition charity | £28K Pro rata | 2-3 months contract

Our charity partner are committed to providing support for life changing programmes Worldwide. Reporting to the Head of Finance and Operations, the Finance Manager Malawi is responsible for leading the in-country finance function, where the charity directly manages and operates to provide support to the young. The Finance Manager will manage the financial accounting, reporting and control activities and to ensure they are carried out efficiently, effectively and in line with best practice. 
 
The remit for this role is to focus on the following key area:
Responsible for the maintenance of accurate financial records, for the integrity of the accounting system and for compliance with regulatory requirements with regard to accounting records and reporting.
 
Financial Management:

 Principal duties
  • To monitor project and core spending against agreed budgets to identify potential project under- or over-spends and liaise with the Country Director and Programmes staff to recommend the required action (e.g. project extensions, budget re-allocations). 
  • To maintain banking relations and plan, monitor and control country cash flow requirements and cash security to ensure the smooth implementation of the school feeding programme.
  • To work with Scotland office/Head of Finance and Operations to formulate, develop, implement and maintain the charity’s ‘In-Country’ Field Finance Manual. 
  • To ensure adherence to the charity’s Field Finance Manual and the effective, transparent use of financial resources in compliance with the charity’s policies and procedures, including the development and review of internal controls. Develop, implement and maintain appropriate information systems, including the accounts/financial information maintained on the country’s accounting system. 
  • To ensure compliance with all local tax legislation, including employee tax deduction and statutory reporting to the local Revenue Authority. 
  • To ensure the integrity of financial records and accounting system and that all transactions are recorded.
  • To support, guide and advice the Country Director/Head of Finance and Operations on all finance, risk management and internal control matters to ensure compliance with appropriate standards and procedures.
Budgets: 
  • To support the Country Director/Head of Finance and Operations and Scotland office staff in the preparation of the Country Programme annual and rolling budgets.
  • To support the Country Director/Head of Finance and Operations and Scotland office staff to prepare project budgets for submission to donors, in keeping with donors’ guidelines for budgets. 
Reports:   
  • To provide standard monthly finance submissions to Glasgow office staff, including general ledger transactions, reconciliations, banking records and other financial information in a timely and accurate manner.
  • To prepare monthly country programme financial reports for approval by the Regional/Country Director and submission to charity Headquarters.  
  • To prepare timely donor financial reports, containing budget variance analysis and explanations – monthly, quarterly or annual, as required by donor project contracts and guidelines – for submission to Glasgow to accompany narrative reports.  
  • To prepare year-end financial statements and accompanying statutory accounts and notes required for audit. 

Staff Management
  • To develop the capacity of all appropriate staff in financial management.
  • To manage the Malawi finance team.
 
Audit: 
  • To liaise with Headquarters to arrange and ensure timely completion of the yearend external audit. (The charity’s accounting year ends 31 December.)
  • To organise any project audits required. 
 
Procurement: 
  • To work with Glasgow office staff to ensure international procurement processes for in-country supplies are followed and regularly reviewed.
  • Ensure efficient procurement of goods and services in a transparent and fully accountable manner, ensuring compliance with financial procedures, value for money and justifiable use of funds 
 
Essential:

Qualifications
Qualified Accountant with relevant financial qualification – ACCA/CIMA/CA/CPA
 
Skills and Knowledge
  • Analytical and conceptual skills to plan project budgets, timetable agreed activities and oversee staff activities. 
  • Outgoing personality with excellent communication and training skills.
  • Good team player, flexible and capable of working with a multinational country team.
  • Ability and willingness to travel to locations within country located in and overseas as required.
  • Good computer skills, including familiarity with Financial Software packages, Microsoft Word and Excel are essential.
  • A practical, pragmatic person able to exercise initiative and sound judgement, who will work at every level to get the job done.
  • Strong team leader, capable of managing a team in a dynamic environment.
  • Credible person who can influence at all levels.
  • A solution orientated person.
  • Detailed individual on figures and facts and someone who has worked closely with other key operational senior decision makers.
 
Desirable Knowledge:
  • Understanding of the principles of international development.
  • Understanding of the place of school feeding in relief and development.
 
Experience
  • A minimum of three years practical experience in a similar role in an international non-profit organisation of which two years must be post qualification experience. 
  • Good computer skills, including familiarity with financial software packages, Microsoft Word and Excel are essential.  Knowledge of SAGE50 would be an advantage.
  • Experience of managing staff within an Accounts department
