LONDON | Procurement Consultant |2-3 months contract with International Health Organisation | Competitive Pro-rata salary

Our partner is an international health organisation, committed to supporting international communities that suffer from poor health & improve their community conditions. They are keen to recruit a consultant with previous NGO Procurement experience to review, revise and strengthen procurement procedures and tools, ensuring they are user-friendly, aligned to organizational and donor requirements, and meet best-practice standards.

Scope of work
The consultant will review and revise procurement procedures and tools to appropriate standards and for their practical application across all locations of work of the charity.
 
  • Review and revise Procurement Manual and other relevant documents and forms related to procurement, ensuring the management of good procurement practice and alignment to other manuals as appropriate (Finance manual, Procurement Manual) and to donor requirements
  • Develop procurement SOPs for each solicitation method and varying operational contexts of work
  • Develop TOT materials/tools for country-office staff
  • Develop training materials/ tools for field-based staff
  • Develop training and monitoring plan of procurement made in the field
  • Develop FAQs and user guides for the practical application of procurement procedures for staff at all levels
 
Deliverables
  • Revised Procurement Manual (Final draft) – ensuring good procurement practice and alignment to Finance Manual and other relevant organizational policies and procedures, including in consideration of varying donor requirements
  • In line with the revised procurement manual, develop SOPs related to each solicitation method and varying operational contexts (Final drafts).
  • Develop TOT and training tools and user guides (Final drafts).
  • Develop procurement training and monitoring plan (Final Draft).
 
Methodology
  • Review of all procurement guidelines and related documents
  • Review of project financial and administrative records and procedures
  • Interviews, discussion or email correspondence with staff to understand the needs and contexts
  • Produce draft materials/tools for review
  • Consult and discuss drafts with staff and incorporate views
  • Finalise materials and tools
 
Timing
It is planned for the consultancy to take place during October to December 2015, and for a duration of approximately 30 days.
 
 
Consultant requirements
Qualifications: Advanced University Degree

Experience
Essential:
A minimum of 8 years of professional experience working in management of a procurement team or strengthening procurement capacities (including at least 5 years working with INGOs and/or UN agencies)
Experience in preparing and development procurement guidelines and Procurement SOPs
Experience working in resource limited/developing country settings
Desirable:
Experience working in Global Fund, USAID, DFI or similar funding programmes will be an asset
Member of Chartered Institute of Procurement and Supply or equivalent organisation.
 
Competencies
Essential:
Strong understanding of “Publics Procurement Practices” for health and non-health products
Strong knowledge in procurement and supply chain management
An excellent knowledge of English.
Desirable:
Speaking and writing Chinese language.
