The role acts as a finance business partner to an International Region and provides services including financial management, financial training, financial risk assessments and support to overseas finance staff and offices.
 
Background
The post holder is managed by the International Programme Finance Manager and is responsible for providing financial management for all sources of funding, financial training to staff and partner organisations, support to overseas finance staff and offices and financial risk assessments of programmes and partners in the supported region.
 
Overall purpose of the role
To provide support to an International Region on all aspects of financial management that relate to the region’s programmes, partners, offices and staff.
 
Main responsibilities and duties
Programme Accounting and Support
  • To provide financial guidance and advice to members of the region through meaningful analysis and interpretation of results and forecasts.
  • To maintain the integrity of the financial information in the finance system for the region, ensuring entries are correct and up-to-date, posting journals where required.
  • To manage the financial processing relating to overseas offices in the region, ensuring consistency of controls and processes, giving guidance on systems, ensuring the local office finance handbooks are up to date and consistent with the template and reviewing bank accounts processed overseas.
  • To review and process grant agreements, grant transfers, international invoice payments and office cashflow requests for the region, challenging where necessary, and ensuring funds are sent within appropriate time frames, balancing programme needs with maximising cashflow.
  • To review and process delegate mission floats for the region.
  • To support year end and interim external audit processes as required.
  • To support the IPA & Trainer with ERU, HES, FACT and surge delegate deployments in the region as required.
  • To provide financial support to emergency appeals in the region including attending ETFs. 
Programme Financial Risk Management
  • To carry out financial risk assessments in the region in collaboration with any non-UK based finance staff, ensuring that key financial risks are identified and clear recommendations given on how to deal with areas of weaknesses identified. To ensure that the recommendations are implemented.
  • To carry out the financial risk assessments of Programmes in the region in collaboration with any non-UK based finance staff, ensuring that key financial risks are identified and clear recommendations given on how to deal with areas of weaknesses identified.   • To support financial capacity building in the region, in collaboration with any non-UK based finance staff, and as required.
  • To support Internal Audit as required.
 
Planning, Budgeting & Forecasting
  • To be the finance contact for the region through planning, budgeting and forecasting.
  • To analyse, interpret and report on the region's consolidated budgets and forecasts, assessing the implications and recommending possible courses of action to the Head of Region.
  • To ensure that the region's approach to planning, budgeting and forecasting meets all International Division requirements.
 
Restricted Funds
  • To ensure that the financial elements of International Division restricted fund applications in the region are prepared, reviewed and supported.
  • To ensure that financial reports for International Division restricted fund projects in the region are prepared, reviewed, supported and submitted in a timely manner.
  • To ensure that audits on International Division restricted fund projects in the region are arranged and carried out in line with the donor’s requirements.
  • To ensure that all necessary financial support is given to all International Division restricted fund projects in the region during the close out phase.
 
Management and Training
  • To support the recruitment, training and induction of all overseas based finance delegates, finance managers and finance officers in the region.
  • To task manage and provide technical advice to all overseas based finance delegates, finance managers and finance officers in the region.
  • To deliver financial training to staff in the region as required.
  • To ensure all new starters in the region receive a financial induction.
  • To support the delivery of ERU financial training as required.
 
Co-ordination and Representation
To provide cover for the International Programme Finance Manager as required.
 
Other
Undertake any other appropriate duties that may be required by the International Programme Finance Manager.

  • Strong analytical and reporting skills
  • Ability to assimilate complex financial and written information quickly and accurately
  • Strong audit and internal controls knowledge
  • Experience of developing financial systems to support international operations
  • Experience of risk management
  • Experience of working with international programmes
  • Experience of foreign currency monitoring

  • Available to travel internationally for up to 12 weeks per annum
