Overall purpose of the role
To provide support to an International Division on all aspects of institutional donor financial management and to be the first source of financial management surge support large and complex international institutional donor projects. 
Main responsibilities and duties
 
1. Programme Accounting and Support
> To provide financial guidance and advice to the management teams of global and multi country institutional donor projects that cross over International Division regions through meaningful analysis and interpretation of results and forecasts;
> To maintain the integrity of the financial information in the finance system for global and multi country institutional donor projects that cross over International Division regions, ensuring entries are correct and up-to-date, posting journals where required;
> To review and process grant agreements and grant transfers for global and multi country institutional donor projects that cross over International Division regions, challenging where necessary, and ensuring funds are sent within appropriate time frames, balancing programme needs with maximising cashflow;
> To provide financial management surge support to International Regions for large and complex institutional donor projects if required and as agreed with the Head of International Finance and the International Programme Finance Manager;
> To support year end and interim external audit processes as required
 
2. Programme Financial Risk Management
> To carry out financial risk assessments of Partner National Societies involved in global and multi country institutional donor projects that cross over International Division regions, ensuring that key financial risks are identified and clear recommendations given on how to deal with areas of weaknesses identified. To ensure that the recommendations are implemented;
> To carry out the financial risk assessments of global and multi country institutional donor projects and related processes, ensuring that key financial risks are identified and clear recommendations given on how to deal with areas of weaknesses identified. To ensure that the recommendations are implemented;
> To support Internal Audit as required
 
3. Planning, Budgeting & Forecasting
> To be the finance contact for global and multi country institutional donor projects through planning, budgeting and forecasting;
> To analyse, interpret and report on global and multi country institutional donor projects budgets and forecasts, assessing the implications and recommending possible courses of action to the Head of International Finance;
> To ensure that global and multi country institutional donor projects approach to planning, budgeting and forecasting meets all International Division requirements
 
4. Restricted Funds
> To ensure that the financial elements of International Division global and multi country institutional donor projects applications are prepared, reviewed and supported;
> To ensure that financial reports for International Division global and multi country institutional donor projects are prepared, reviewed, supported and submitted in a timely manner;
> To ensure that audits on International Division global and multi country institutional donor projects are arranged and carried out in line with the donor’s requirements;
> To ensure that all necessary financial support is given to all International Division global and multi country institutional donor projects in the region during the close out phase;
> To provide financial management technical support on institutional donor projects especially EC / ECHO and DFID
Person Specification
 
Qualified accountant with relevant experience
 
> Experience of supporting the financial elements of institutional donor programmes
> Experience of developing financial systems to support international operations
> Experience of supporting programme teams with budget and forecast preparation
> Experience of risk management
> Experience of working with international programmes
> Experience of different accounting systems (experience of working with Agresso an advantage)
> Experience of foreign currency monitoring and accounting
> Strong audit and internal controls knowledge with the ability to highlight weaknesses and make appropriate recommendations
 
The salary of this role is £33K + benefits.
